This unified all weather New Orleans regional space communication system was agreed to be functional before Katrina came ashore. Oil companies and even private hotels were allow to used the US military network, President refused to allow the Louisiana national Guard, New Orelans Police and other local agencies use.
The space-based military phones that FEMA, Space Command and NORTHCOM had in hands were to be given to Louisianan local forces. If need be, air dropped during the storm.
US Space Command had signed written agreements with New Orleans and the Louisiana National Guard to provide this advanced space-based communication to them for coordinating the initial rescue operations before, during and immediately following the Hurricane Katrina.
Use of US Space communication would allow the all ground and sea forces to maintain communication during the 145 mile per hour winds and storm surge opening phase of Katrina.
The first few hours after Katrina would be critical to setting up the ground and water military escape routes for the rescue and rapid deployment of forces to crisis locations like the low 9th ward and the Super Dome.
A critical element of the National Guard/US Space Command uplink was the Ground moving target Indicator (GMTI) satellite network, which would allow the Louisiana National Command to view in real time video feed, the entire region of southern Louisiana and were the flood waters were and the rate they were spreading. GMTI also would create management the local land zones to rapidly move thousands of citizens out of the spreading floor water.
More importantly, the GMITI allowed the Louisiana National Guard Commanders the able to locate track and adjust deployment of all the rescue assets, i.e. boats, trucks and helicopters.
The GMTI would also allow the National Guard field commanders to make field adjustments to deployment to maximize the effectiveness the 7,000 forces in the field while President Bush made up his mind to joint the fight.
Suppression of the FEMA primary function
The New York Times and other mainstream media have completely blacked out any reference or cover of the critical FEMA/US Space uplink critical task clearly outlined and agreed to in the Pam hurricane master.
The New York Times in its ruthless attack on Brown’s behavior before and during the critical hours of Katrina coming ashore in the greater New Orleans region never once addressed the failure of US Space Command to provide communication services to local forces.
This critical plan of the Bush secret plan to pressure the Louisiana Governor is not covered for fear of the US military.
Doctrine of Sovereign Immunity and Mass Murder, state terrorism
The New York Times knows that any coverage of the President order to refused Space communications to Louisiana and the city of New Orleans open the question of the legal issue of the Doctrine of Sovereign Immunity. That is, President Bush abuse of power in Louisiana is a rare case were the maybe questioned by the victims of Katrina on the grounds that Bush willfully did nothing for three days. During that time, the President inactive unnecessarily exposed the effected citizens. The doctrine of Sovereign Immunity does not protect the state from the charge of mass murder and state terrorism.
The political decision not to create the critical uplink runs through FEMA, the US Space Command, the NORTHCOM, the Pentagon, the vice President to President Bush ranch command center were he was trying to politically hide.
Africa Americans must understand that US military units were already on the ground in position to help, but were ordered by the President’s men to stand-down. This Presidential not to help order extended to FEMA even in terms of providing critical space-based communication support to local police and National Guard forces as agreed in the Pam FEMA master plan before Katrina came ashore.

The primary task of FEMA according to the Hurricanes master plan was to created space-based uplink that would allow all the rescuers to communicate and coordinate their together all their forces in one unified command and control structure.
Second Act of Treason
President Bush ordered all federal forces and agencies to stand-down until Governor Blanco agreed to surrender command and control of her National Guard to him.
This presidential order for the second time stopped Mr. Brown and other local FEMA, US Space Command and other federal forces already on the ground, has been ordered not to complete the necessary communication interface with the Louisianans National Guard and New Orleans Police Department.

Why Mr. Brown remains a major target of the NY Times
The US Space Command and NORTHCOM had forward communication teams and advanced equipment already on the ground in New Orleans before Katrina came shore. These teams has created the physical satellites, but failed to turn on the critical communication uplink.
President Bush refused for political reasons to allow to local law enforcement and National Guard forces to access the US military space-based communication.
The US military communication grid was the only functional system left after the 145 mph winds of Katrina destroyed the existing communication infrastructure during the first hours after the storm hit the Gulf region.
Lacking access to the US military space-based communication platform, local Louisiana forces could not effectively communicate with each, during the critical first hours and day after the storm come ashore.
Lack of access to this US military communication platform directly contributed to lose of 40,000 American citizens’ lives and over a million homeless and internally displaced American refugees, who happened to be mostly Black.
Michele D. Brown, who was asked to leave as director of the Federal Emergency Management Agency stated to a open session Congressional committee on Tuesday 9/27/05, that he had warned the White of impending disaster (New Orleans flooding) several days before the storm (Katrina) struck.
Mr. Brow said that he had warned Andrew H. Card Jr., President Bush’s chief of staff, at least three days before the hurricane hit New Orleans on Aug.28.
Responding directly to Mr. Brown’s Congressional statements, Scott McClellan, the White House spokesman, issued a statement Tuesday night that said, in part; "Yes, we were very focused on it (Katrina).
We were acting ahead of the storm because we recognized it was an extremely dangerous hurricane." Acting ahead the storm, NORTHCOM and US Space a fleet of military satellites to layer the New Orleans. At the core of the US Space Command deployment of satellites was the Ground moving target indication (GMTI) and real time battlefield management.
The Bush administration secret plan is leverage the super powerful US military communication platform in negotiation with the Governor of Louisiana. By threading to refuse to allow use of communication network, the Bush hoped to add pressure on the Governor.
This political power move was based on a last minute Bush change of the FEMA Pam master simulation. That is, rather than work with the National Guard fight the storm head on, the federal forces would get out of the way of Katrina and after the storm passed, to bring massive federal rescues forces to bear on the city of New Orleans and other crisis areas in the region. The National Guard was forced to confront Katrina by itself.
The President tried, but failed to blackmail the Governor of Louisiana to submit to his political will and request to surrender all military control of the Louisiana National Guard.
Billions of dollars of federal Katrina reconstruction contracts had already been signed in Washington as Katrina cross the Gulf of Mexico.
President Bush needed total control of the contract administration to make good on his political awarded deals.

According to public statements by Admiral Keating days after Katrina hitting New Orleans, disaster control officers, DCOs, who are active duty Army colonels, were move forward to positions in Alabama, Mississippi and Louisiana before the storm came ashore.
Brig. Gen. Jeffrey Horne, SMDC/ARSTRAT deputy commanding general for operations stated in the SMDC Public Affairs stated the Space Command dropped forward ground units in the southern Louisiana region to provide satellite based services for communication, search and recovery missions.
These services include current image maps of New Orleans with the individual streets identified. One of the keys satellites services were Ground moving target indication (GMTI) and real time battlefield management.
According to the Wall Street Journal, the chief of staff of communication of New Orleans saw what appears to be US Army Rangers running passed city, the morning of the storm.
Mr. Brown and the other top leader of FEMA charge with being first federal responder appear to have been completely out of the White House critical loop.
So why was a lower level political operative fired for the Bush failure in New Orleans, rather than the people inside the critical loop in the White House like his immediate boss the sec of Homeland Security, who reports to directly to the Vice President of the United States.
Why is the most powerful news paper in Northern America still beating Mr. Brown up in its Sunday lead editorial article and not the leaders above who gave Mr. Brown the orders to do nothing? What is being hidden from Black Americans about Katrina and New Orleans?
US Space Command first failure
Critical hurricane Katrina preparation times were wasted while Bush’s tried to have his way with the Governor of Louisiana.
The first element of the Katrina defense plan was lost with the failure to create an all weather space-based communication interfaces. Every one knew that the storm would destroy the New Orleans communication grid and police and National Guard forces would need massive amount of bandwidth to communicate on what was left of the communication infrastructure.
The local FEMA forward elements, accord to the Pam master plan would linkup with the local city, country and states rescue agencies alone with the forward NORTHCOM forces already on the ground before the storm to conduct the initial need assessment and crisis/ rescues interventions.
Other southern regional National Guards and federal forces would be deployment under the direction to the Louisiana National Guard commanders to areas as need.
The one of FEMA first tasks was to immediately interface with the US Space Command ground teams to create a massive space-based communication uplink to replace the down communication grid in New Orleans.
This FEMA/US Space Command uplink would allow the Louisiana National Guard command and control to leverage the multi billion US military netcentric communication grids to coordinate and integrate the deploying National Guard from Northern Louisiana and other states into New Orleans ad other coastal cities under attack from Katrina.
President Bush ordered FEMA/ US Space Command not to create the final element of uplink. FEMA and other federal agencies also order not to give the Louisiana National Guard and New Orleans Police the satellite phones and other uplink infrastructure. So the first few days, the Louisiana National Guard and New Orleans Police forces could not effectively coordinate their overwhelmed forces because of limited communications and bandwidth.
The New York Times attacked Mr. Brown and FEMA, but not the US Space Command that reports to the Joint chief of staff, sec of Defense, the vice President, sec of Homeland security and some times to the President, never to FEMA.
Presidential order
Mr. Brown’s open session Congressional statements and the White house and mainstream media blaming and attacks provide a rich field of insider information about the failure and political economy of Katrina. Mr. Brown’s Congressional statement also creates the clearest evidence for the immediate removal of the president, vice president, sec. of defense and homeland security. If Mr. Brown statements are found to be true, President Bush, Michael Chertoff and his other top aides should stand trail for mass murder, high treason and state terrorism.
Mr. Brown statements suggest that top leadership of the federal government charged with the task of providing first responders aid to state and local rescue was pushed out the critical information and was left helpless by Homeland Security and the Department of Defense.
